In Venezuela, it's forbidden to fly any type of drone due to the fact that 19 guilty people were found for the crime of treason in Venezuela and for the intention of murder in degree of frustration to the detriment of the President of Venezuela Nicolás Maduro.
The main source is that this attempt is linked to the attack suffered by the Venezuelan President Nicolas Maduro.

Attorney General Tarek Saab informed and kept alert to the Public Ministry that a processing quest was being requested for extradition to the criminals to Colombia and then to the United States, all of this because they had planned and carried out the attack against the president of Venezuela by means of a drone attempting an act of homicide.

Likewise, this prosecutor affirmed in a press conference, that one of these institutions carries out the procedures that request from Colombia the alleged perpetrators of this attack should be handed over as criminals to the United States of America.

Similarly, it was reported that there were 3 people under the Venezuelan law who were found to have attempted to kill the president. It is for this reason that the great majority of the drones are totally prohibited in the country and cannot be flown without any prior authorization by the law. The three persons who were guilty had their bank accounts and all their assets frozen as well, and were also brought before a court and a judge with relations to terrorism, they were charged with treason in Venezuela and intentional homicide in frustration, categorized as intentional homicide committed for ignoble reasons in frustration and damage to military personnel who were injured (approximately 7) with an explosive device and violent acts and damage to all property.

In Venezula, the entire state regulates the use of drones for people who have one in their hands. For the year 2016, a joint resolution signed by all the Ministries of Interior Relations, Justice and Peace, Defense and Transportation, and Public Works, was published in the Official Gazette No. 40,976 dated August 29, which totally prohibited the circulation of private aircraft and drones in the entire national territory and other geographical areas of Venezuela from August 27 to September 5 of that same year.


The main reason was that, the prohibition or regulation of these drones was a measure to preserve peace in the entire country. It was also known that the drones and all remotely piloted aircrafts were to be announced at the beginning of that same year for the incorporation of the police operations coordination center and the reinforcement of the security forces of many entities in the country.

Venezuela has a registry of drone possession, since that same year the consensus of aircraft was reached at the National Institute of Civil Aeronautics in Venezuela with the sole purpose of regulating all uses in the country of any drone and to be able to grant certifications in a peaceful manner.

All they asked for as requirements, was to have a census receipt, an operational risk assessment form in order to clearly determine the location of the aerial work and its purpose to carry out. In the same way, the registration of the fiscal's information, the payments of the aeronautical rights, the medical and psychological evaluations to all the drone operators and how they used the drones for 120 days of using this flying device properly and regulating the use of them any longer, regulating and giving certifications granted in exchanged.
The result of the census for 2017 beginning in January found a total of 738 registered drones, 458 of these drones owned by registered individuals and 280 drones owned by legal entities.

In Venezuela, in order to operate a drone, following some rules and a legal and general regulation to be able to comply with the rules of remotely piloted aircraft, the following requirements must be followed as:

  • register the drone with the National Institute of Civil Aeronautics
  • possess an aircraft operating license
  • possess a valid aviation medical certificate AND corresponding to the time
  • have a certificate of approval of theoretical and practical course that is certified by the National Institute of Civil Aeronautics in the country
  • speak, read and write/type in Spanish
  • having the Venezuelan nationality
  • +18 age

In addition to this we know that all drones in Venezuela are a challenge since they are outside the legal framework in all institutions of law in Venezuela, unless the announcement that was made in the Minister of the Interior totally ends, but it is known that there is no current law that prohibits or establishes the correct and incorrect uses of any drone, but prohibits their uses and gives rules and announcements.
